Democrats deeming themselves defeated come November

On the first day of July, the House of Representatives passed a "budget enforcement resolution" that "deemed as passed" a $1.12 trillion budget.

Thirty-eight House Democrats voted no, perhaps because they sense in this year of the Tea Party Movement it isn't good politics to engage in such a sham. But pass it did.

More tricks from House Speaker Nancy Pelosi that hide nothing but actually bring great clarity to the next four months. House Democrats might have thought they were deeming as passed a budget, but what they were really doing is deeming their defeat in November.

Ruses and gimmicks, games and deceits have run their course. The public is fully aware of the crisis we face because of the Democrats' vast desire to spend money the country doesn't have on their political allies while waiting to spring massive taxes on their enemies -- employers -- until the lame duck session after the November voting but before the new Congress is seated.

Pelosi's spineless minions did not dare pass a real budget, for a real budget would have shown in black and white -- in red ink, actually -- just how wildly mismanaged the federal fisc has become.

The trio of President Obama, Senate Majority Leader Harry Reid and Pelosi is putting the finishing touches on a one-year deficit of $1.6 trillion, while setting in motion an expansion of the standing debt to well north of $14 trillion. This is no mean feat in an era when Democrats themselves denounced George W. Bush's deficit of a mere $160 billion in 2007.

So the rank-and-file Democrats dared not pass a tell-all budget, even though it is the first job of the House of Representatives to appropriate money and to tell the country what it has done and what the implications are.

So they deemed a budget in place and went on to shower money on youth summer jobs, black farmers and state government employee unions while not delivering the funding for the war in a way that could have allowed the support to begin flowing to the troops.

That's how the Democrats run things. That is why they will get run out of town in the fall. Holding war funding hostage to pass payoffs to black farmers and teacher unions and using a "deemed as passed" budget to do so in the dead of night is not the sort of government the Framers had in mind.

It is exactly the sort of budget to inspire Tea Partiers and traditional conservatives to dig deep and contribute to the National Republican Congressional Committee or the National Republican Senatorial Committee.

There is even emerging a climate in which senators thought untouchable, such as New York's Chuck Schumer and Oregon's Ron Wyden, could suddenly find themselves as endangered as Wisconsin's Russ Feingold has become from Ron Johnson or Washington state's Patty Murray by Dino Rossi.

The utter contempt with which these Democrats have treated the future of the country and the burdens they have pushed on to the backs of our children and grandchildren have awakened not just an ordinary sense of outrage at profligacy but one fueled as well by parental protection of the next generation.

The congressional Democrats are political cowards, of course, but as sneaky as the most craven character in Dickens. Sen. Tom Harken, D-Iowa, is already hinting at what could occur in the lame duck session of Congress after the election -- a parting shot at sanity consisting of card-check, cap-and-tax and massive tax hikes no doubt.

The 41 GOP senators can and should commit now to blocking everything during that phase. A Congress that would deem a budget passed wouldn't hesitate to punish an ungrateful electorate that deemed it undesirable on Nov. 2.
